Virtual interviews via web portals or phone may be offered as deemed appropriate and feasible by the hiring manager – standard in-person interviews will still be offered if conditions permit. 

Under the general direction of the Program and Project Supervisor and as part of a team, the analyst will work on both policy development as well as program implementation, and collaborate with other Energy Division groups to ensure consistency and coordination across programs and policy. The analyst will conduct original research on highly complex and technical problems; will take lead responsibility in managing work products and timelines for a CPUC proceeding; organize stakeholder meetings and workshops; summarize positions on policy proposals; assist Administrative Law Judges with developing a record and drafting proceeding documents; and conduct legislative analysis on proposed bills. Incumbent must have knowledge of customer generation programs, community solar programs, clean energy procurement and market trends. The analyst will be expected to work with the utilities, other state agencies and outside stakeholders to ensure program administration activities are conducted in a manner consistent with Commission decisions and directives, as well as yield results that advance state policy, and ratepayer interests.

This position requires travel.

CPUC encourages a hybrid workplace model that is designed to accommodate the full range of workplace preferences, to the extent that individual job duties allow. For most Energy Division positions, staff can opt to work largely from home or in an approved alternate work location or work primarily or entirely in a CPUC office. In all cases, though, occasional in-person attendance will be required for onboarding and orientation, certain trainings, team building activities, and collaborative meetings, as specified by management. All State employees must reside in California.

Special Requirements

2. Describe your experience analyzing and interpreting laws, rules, and regulations.
   
3. Describe your experience with federal or other grant implementation, compliance reporting, oversight or subcontracting.

The SOQ should provide specific details and examples that clearly demonstrate your qualifications. SOQs will be evaluated based on the content and writing ability, using standardized rating criteria. Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Knowledge of distributed energy resources policy and regulatory issues, market trends, and clean energy procurement.
• Knowledge of, or experience in, inter-agency or multi-organization planning, coordination and facilitation.
• Knowledge of, and experience with conducting economic, policy, or quantitative analyses, including performing research, evaluating alternatives, and preparing data summaries, in their application.
